Governor Ayodele Fayose says he is not yet certain of the political platform he will use for the Ekiti 2018 gubernatorial election. Fayose faults the victory of Akeredolu in the Ondo election as a contrivance of the Independent National Electoral Commission (INEC) in cahoot with APC.
The governor promises that he will do his best to ensure regular payment of salaries of workers in the Ekiti. Governor Ayodele Fayose of Ekiti state has hinted that he might dump the Peoples Democratic Party (PDP) for another party during the 2018 governorship poll in the state.
Fayose disclosed this on Wednesday, November 30, when he met with the members of the Suppliers’ Association of Nigeria, Ikere chapter. Speaking on the backdrop of the recent election in Ondo state which PDP lost, the governor said he is unsure of the political platform he will use for the 2018 election.
He said he will make his decision known at the appropriate time. “We are still studying the situation. We have to play the game left, right and centre and whoever we are going to use and the platform, you will all be part of the process because party politics is about the people,” he said.
According to Vanguard, Fayose also said the victory of Mr. Rotimi Akeredolu, the candidate of the All Progressives Congress (APC) in the Ondo governorship poll does not in any way threaten the popularity and general acceptability of the PDP in Ekiti.
He faulted the victory of Akeredolu as a contrivance of the Independent National Electoral Commission (INEC) in cahoot with APC. “You all saw how people sold their votes in Ondo state, I am confident that that will not happen in Ekiti.
I am close to the people you are the source of my strength. Even if it requires just 48 hours to any election, if I tell you where to go, you will surely follow me there,” he said.
At a separate meeting with the junior staff of the state civil service, Fayose boasted that he will repeat the 16-0 he meted out to Ex-governor Kayode Fayemi in 2014, where he defeated the incumbent in all the sixteen local governments.
He promised the workers that he will do his best in ensuring the regular payment of their salaries by carrying the workers along to know what accrues to the state from the federation account.
Fayose said: “APC will be fooling itself if it thinks it will conquer Ekiti like it did in Ondo . Ekiti is a peculiar place and I am the man on ground here.
I want to assure my supporters and Nigerians that APC won’t win a local government here in 2018, even if President Muhammadu Buhari moves down all the money in FG’s TSA.
“Governor Olusegun Mimiko and Eyitayo Jegede must have lost in Ondo State, but that does not mean the people had voted rightly. In 2015, people clamoured for change and what have we got now? Nigerians are becoming poorer than ever. “Today, I am the only one among the APC governors in the southwest.
I am now like the nation of Israel surrounded by enemies, but I shall defeat and triumph over them. Meanwhile, details have emerged how the outgoing governor of Ondo state, Dr Olusegun Mimiko contributed to the loss of Peoples Democratic Party (PDP) in the state.
Tension As Hundreds Of APC Fans Die In Rivers
The All Progressives Congress (APC) in Rivers says it is exactly one year its members and other stakeholders held the “Rivers Black Day” march in honour of all those who were killed before, during and after the 2015 general elections in the state.
In a statement by its spokesperson, Senibo Chris Finbone, the party recalled that “the APC lost well over a hundred persons to the political violence that preceded and trailed that election and the killings have continued apace ever since.
“Security agents also lost their officers and men in the process; same for innocent non-partisans who also were killed mainly as collateral damage.
“Even after the general elections and the Rivers Black Day march that took place in Port Harcourt Monday, 30 November, 2015 and to this day, more lives have been needlessly terminated on account of political violence.
“One among the many lives that have been snuffed out includes late Barr Ken Atsuwete.”
“The APC dedicates ‘Rivers Black Day’ anniversary to the memory of all persons including security agents and non-partisans who lost their lives before, during and to this day due to the peculiarly violent politics some politicians introduced into the body polity of Rivers state because of their burning inordinate ambition to rule over others and corner the peoples’ commonwealth.\
“It is the fervent hope and prayer of the APC that by consciously keeping alive our memories of all victims of violent politics in Rivers state, the party is ensuring that those victims who paid the ultimate price did not do so in vain.
“More importantly, the APC believes that honouring the dead will go a long way in putting a closure to the pains and anguish of fathers, mothers and relations who lost their loved ones to political and other forms of violence in Rivers state in the recent past.”
The party said it was noting with sadness that the agents of darkness “who created the now infamous Rivers of Blood, who are however battling to live in denial, are still around and continue to ply their evil trade even after climbing on dead bodies to appropriate political power.”
It called the federal government to ensure that even as the rerun elections take place in the state on December 10, those agents of death who kill and maim for politics have no room to operate but made to pay for their crimes adequately and ultimately.
Good News!! Naira Appreciates Against Dollars At Interbank Market (See Details)
The Naira on Wednesday appreciated marginally against the dollar at the interbank market, gaining 25k to exchange at N305.
The Nigerian currency closed at N305.25 on Tuesday.
Trading on the floor of the Bureau De Change saw the Naira sold at N399 to a dollar, CBN controlled price, while the Pound Sterling and the Euro closed at N585 and N506 respectively.
The Naira continued to nosedive at the parallel market, closing at N480 to a dollar, while the Pound Sterling and the Euro traded at N580 and N505 respectively.
Traders at the market said they have been trading under acute Forex shortage.
A BDC operator, Mr. Harrison Owoh, said there had been sustained fall in the sale of foreign currencies to BDCs for two weeks running.
Owoh attributed the shortage to the fall in inflow into the country.
He said, “For two weeks running, BDCs have been getting $8,000 instead of 15,000 weekly dollar sale from Travelex.”

Tragedy struck the Ogwashi-Uku community of Delta State on Tuesday as a final year female student of the Delta State Polytechnic, simply identified as Julia, was allegedly murdered by her cultist lover.
The deceased, who was in the department of Mathematics and Statistics, was murdered in her room in a private hostel off Polytechnic Road in Ogwashi-Uku.
According to one of her co-students in the hostel who spoke with SaharaReporters, the man, whose name has yet to be ascertained, had spent the previous night in the room of the deceased, and had stolen her ATM card.
“After her cultist lover had left the following day she received an alert of a N100,000 deduction from her bank account where she discovered her ATM card was missing. Not comfortable with the development, she went straight to her bathroom to take her bath. Immediately after that, she received another alert of N45,000 making it N145,000 that was [withdrawn] from her account by the unknown person.
“Before leaving for the bank, she complained to us [about] the strange development. Again, on her return from the bank where she went to complain, she told us the bank assured her that the culprit could only be known and arrested after going through their CCDC camera. She was told to go home and report back the following [day] before meeting her untimely death,” the co-student said.
The source speculated that unknown to anyone in the hostel, the suspect sneaked into Julia’s room and murdered her with a battle axe, locked the corpse inside the room and ran away with her keys.
“Not until the next morning when everybody became apprehensive of her whereabouts and we [had] to break her door where we saw her lifeless body with blood stains everywhere in the room. Immediately we raised the alarm and everybody in the area rushed down and the matter was reported to the Ogwashi-Uku Police Station,” the source narrated
Repeated calls to the new Delta State Police Public Relations Officer, DSP Andrew Aniameka, were not answered. However, a source at the Ogwashi-Uku station who didn’t want to be identified confirmed the story, adding that the police and the bank are currently working around the clock to arrest the suspect, who is on the run.

N4.7bn Fraud: Obanikoro Returns N134m To EFCC, Promises To Repay N450m In 2017
Former Minister of State for Defence, Senator Musiliu Obanikoro, on Monday returned N30m to the Economic and Financial Crimes Commission. This brings the total amount of money he has returned to the EFCC to N134m.
A source at the EFCC told Punch
“Obanikoro came on Monday and presented a draft of about N30m. Initially we did not want to collect it because it is small compared to what he is supposed to have given us. However, the legal department advised us to collect it.”At the EFCC office on Monday, Obanikoro promised the detectives that he would return the remaining N450m in 2017.
The source said,
“About N450m is remaining and Obanikoro has promised to pay the rest in 2017. He will also be reporting at our office every two weeks.Obanikoro had in October returned N104m to the commission. The ex-minister, who returned to Nigeria last month after spending about 15 months in the United States, was accused of receiving N4.7bn from the Office of the National Security Adviser under the leadership of Col. Sambo Dasuki (retd.).
Federal Govt. To Ban Importation Of Tomato Paste
Ogbeh said a report by the National Agency for Food and Administration and Control (NAFDAC) says foreign tomato pastes imported into Nigeria are not good.
He stated this during the oversight visit of the House of Representatives Committee on Agricultural Production and Services, chaired by Rep Mohammed Tahir Monguno (APC, Borno) to the ministry in Abuja on Monday, November 28.
He said: “The Chinese are the ones messing us up on tomato paste. Each time Dangote tries to produce, they lower their prices. There’s a report by NAFDAC on the quality of foreign tomato pastes. The report is very bad.
“We think we have every reason in that report to ban foreign tomato pastes into the country. If you don’t ban it on health ground, you have to ban it on any other ground.”

The Nigerian Senate has asked the Nigerian Communication Commission (NCC) to immediately suspend any planned increase in data price.
A directive had been issued by NCC on Tuesday to increased the floor price of data to N0.90k/MB, although Nigeria’s Minister of Communication, Adebayo Shittu, denied knowledge of this.
This directive was to take effect December 1, forcing mobile telecommunications operators to drive up the price of data.
The Senate also invited NCC and service providers to investigate unsolicited messages as well as an increase in the cost of data.

Good Or Bad? Lagos State Government Approves Death Sentence For Kidnappers
The Lagos State House of Assembly on Monday approved death sentence for kidnappers, whose victims died in their custody.
The approval followed the adoption of a report on a bill entitled; “A Bill for a Law to Provide for the Prohibition of the Act of Kidnapping and for Other Connected Purposes.”
The News Agency of Nigeria, NAN, reports that the bill was sponsored by the Speaker of the House, Mudashiru Obasa.
The bill prescribed life sentence to kidnappers, whose victims did not die in their custody. The bill states that any person, who kidnaps, abducts, detains, captures or takes another person by any means or tricks with intent to demand ransom or do anything against his/her will, commits an offence, and liable on conviction to death sentence.
The bill, which criminalised attempt to kidnap, also stipulated life imprisonment for anyone who makes attempt to kidnap another person. Also, the bill is against false representation to release a kidnapped or abducted person. This attracts seven years imprisonment.
The lawmakers also approved 25 years imprisonment to whoever threatens to kidnap another person through phone call, e-mail, text message or any other means of communication.
The bill provides that any person, who knowingly or willfully allows or permits his premises, building or a place or belonging to which he has control of, to be used for the purposes of keeping a person kidnapped is guilty of an offence under the law and liable to 14 years imprisonment without an option of fine.
NAN reports that the lawmakers amended some sections of the bill during the debate on the committee report before adoption.
The bill, aimed at ensuring zero tolerance for kidnapping, however, awaits third reading before it will be sent to Governor Akinwunmi Ambode for assent.
Senate Approves Over N214bn For Buhari Over N180bn Virement Funds
Contrary to opinions in some quarters that the Senate would not approve the N180bn request by President Muhammadu Buhari for the virement of funds appropriated in the 2016 Appropriation Act; the upper legislative chamber on Tuesday dazzled Nigerians by not only approving the said amount; but also increased the virement to the tune of N213,821,671,494.
The Senate also approved additional request of N300m appropriated in the 2016 Budget under the Transmission Company of Nigeria (TCN) for the construction of 132 KVA substation at Gwaram, Jigawa state.
President Muhammadu Buhari had about a month ago written to the National Assembly, requesting that a total of N180bn be approved as virement of funds appropriated in the 2016 Appropriation Act; to attend to some critical capital and recurrent expenditures.
The Senate considered the request and referred it to its committee on Appropriations for further legislative action on Wednesday 16th November 2016.
Presenting the report on Tuesday, the Chairman, Committee on Appropriations, Senator Danjuma Goje (Gombe Central) said, “the committee met with its House counterpart and deliberated on the course of action in order to abridge time. And also jointly had an interactive meeting with the affected MDAs on the virement, that is, the source of the funds and the expenditure MDAs in the Budget to clarify the need for the virement.”
To justify the rationale behind approving far above the requested sum, Senator Goje said, “the affected MDAs justified the need for intervention in their respective Agencies and some also made the point that the amount proposed in the request was inadequate to meet the observed shortfall required to carry out their mandate and financial obligations”.
“In the course of the interaction with the MDAs, the committee observed that there are other areas of critical need that are capable of stimulating the economy which additional funds can still be provided with monies vired from the Special Intervention Programme,” he added.
A critical analysis of the report of the Committee shows that the Senate approved the sum of N167,113,304,018 for recurrent expenditures as against the N165,430,886,954 requested for in Buhari’s letter.
The committee also approved the sum of N2,500,000,000 as Statutory Transfer in the Public Complaints Commission (PCC) salary shortfall, instead of N1,200,000,000 requested by the President.
Another look at the report shows that President Buhari requested for the sum of N14,208,367,476 as capital expenditure for Nigerian Air Force (NAF) and Presidential Initiative for the North East (PINE); whereas, the Senate approved the sum of N39,208,367,476.
Though there were divergent of opinions, especially from the opposition members of the Senate on the propriety or otherwise of the recommendations of the committee, majority of the Senators present gave a voice votes in support, thereby adopting the report of the Committee and approved a total sum of N213,821,671,494, in addition to N300m as virement of funds for President Buhari.

Buhari Promises Pensioners Their Payment Won’t Be Delayed
President Muhammadu Buhari on Monday assured Nigerians that the present administration’s reforms will ensure that those who spent their productive years serving the nation will not experience difficulties in getting their pensions.
According to a statement by his Senior Special Assistant on Media and Publicity, Garba Shehu, the President spoke during a meeting he had with the Executive Secretary, Pension Transitional Arrangement Directorate, Sharon Ikeazor, at the Presidential Villa, Abuja.
Buhari directed a speedy completion of the ongoing nationwide verification of pensioners.
The statement read in part, “President Buhari stressed that the exercise was necessary because the success of the administration’s goal of putting in place an efficient pension scheme hinged on the availability of a reliable database.
“In a presentation to the President, Barrister Ikeazor said the PTAD management was determined to restore dignity to pensioners by protecting their funds and paying their entitlements promptly.
“The Executive Secretary also said that in line with the anti-corruption posture of the current administration, the PTAD has put measures in place to ensure accountability, compliance with regulations and zero-tolerance for corruption.”
‘We Will Stop New Boko Haram Threat’- Buratai Assures
The Chief of Army Staff, Lt.-Gen. Tukur Buratai on Monday, said that the army was restrategising to track and eliminate the remaining Boko Haram elements from the battle field.
Buratai said this while speaking with journalists at the media workshop, organised by the Nigerian Army School of Public Relations and Information (NASPRI) at 81 Division Officers’ Mess, Lagos.
Buratai, who was represented by the Chief of Civil-Military Affairs, Maj.-Gen. Peter Boje, assured that the elements would finally be eliminated finally from the battlefield in no time.
Buratai, who was also the special guest of honour and speaker, delivered a lecture entitled, ‘’The Utilisation of New Generation Warfare Tactics: Gains and Successes in the North-East Operations’’.
“We are degrading their activities. Most of the areas that were initially occupied by the insurgents have been captured and a lot of them have dispersed.He expressed delight that the military and the media had excellent working relationship, adding that the military at all times would continue to collaborate and exchange information with the media, as required.
“But again, there are elements of this Boko Haram that are scattered all over the North- East and if you know their characteristics, you will know they operate in small cells.
“So they come out and carry out small attacks and disappear. So, we are making efforts to restrategise, track and finally eliminate them from the battlefield,“ he said.
“We have been very open with the media. ‘’We do not make any negative statement about the Nigerian media and the media are doing very well to the best of my knowledge.’’Buratai, whose lecture talked about the concept of new generation warfare, challenges and way forward, identified information, psychological and cyber operation as some of the new generation warfare tactics.
He said that the way forward was for every Nigerian to cooperate with the military in providing it with timely information on suspicious activities of individuals or groups in his or her community or locality.
Mr Femi Adeshina, Special Assistant to the President on Media and Publicity, urged the military to ensure constant training and retraining of journalists aimed at ensuring better reportage of the military.
Adeshina, whose lecture was entitled,’’ The Challenges and Expectations of the Media in Military Operations, called on the military to facilitate scoops for the media.
“The Nigerian Media must work in proactivity,“ he said.
While speaking with journalists, Adeshina also reiterated that the Federal Government’ commitment in tackling the insurgency, by going after the sponsors of Boko Haram.
“This government is tackling the issue of insurgency and if it knows the sponsors and it is double sure they are the sponsors, those sponsors will be treated like Boko Haram.“On the released Chibok girls, Adeshina said the girls were being rehabilitated physically and psychologically.
Earlier, Col. Sanni Usman, Acting Director, Army Public Relations, in his address of welcome said the workshop was a platform where the military and journalists would rub minds and exchange ideas.

The company had in October last year inaugurated the 280,000-tonne ultra-modern steel pipe manufacturing mill in Ushafa, Abuja, with President Muhammadu Buhari represented by the Secretary to the Government of the Federation, Mr. Babachir Lawal, on the occasion.
The Project Co-ordinator, SCC Nigeria, Mr. Festus Onyenenue, spoke with our correspondent on the sidelines of a tour of the facility by some participants of the sixth Practical Content Conference.
Onyenenue said the last production the factory carried out was for the Nigerian National Petroleum Corporation, with the delivery completed in September.
He said, “In this factory, we have a production capacity of 280,000 tonnes for helical submerged arc welded pipes. And then, we also have a brand new coating plant for three-layer polyethylene coating. But now, we are idle. Since June, we have no job to do here and we are still keeping our staff and paying salaries.
“Today, you met the factory in this way because we have a need to produce some pipes for our own internal use. At the completion of this project, this factory may be shut down in the next three or four months, and the whole members of staff will be asked to go home. But we hope that before then, something new will come in.”
The project co-ordinator decried the situation in which a huge facility that could bring money into the country had been idle because of lack of jobs, saying, “The recession has worsened the situation.”
Onyenenue added that as of the time the company was producing, it had about 300 employees working at the factory.
He said, “Right now, as we speak, I am not sure they are up to 100. And as time goes on, we will continue to reduce the number. So, it is as bad as that.
“To the best of my knowledge, there is no other factory like this in the country.”
Asked what could be done to salvage the situation, Onyenenue stated, “What the government needs to do is to channel a large chunk of the pipeline jobs to this factory; the manpower here will remain and then the money will come into the country.”

We Will Support EFCC To Probe Mimiko’- APC Reveals
The All Progressives Congress in Ondo State has expressed readiness to support the Economic and Financial Crimes Commission to probe the tenure of Governor Olusegun Mimiko.
This is just as the party described Saturday’s governorship election in the state, which its candidate, Rotimi Akeredolu (SAN), won, as unprecedentedly peaceful, free and fair in the history of the state.
In an interview with our correspondent on Sunday, the party’s state Publicity Secretary, Abayomi Adesanya, commended the Independent National Electoral Commission for the prompt arrival and delivery of electoral materials to the polling units across the state.
Also, the party described the simultaneous accreditation and voting system adopted by INEC as a landmark, adding that it was largely responsible for the absence of electoral malpractices and violence.
Adesanya commended the electorate and the people of Ondo State for their peaceful conduct before, during and after the election.
He said,
“Already investigations are ongoing about the Mimiko government. If the anti-graft agencies such as the EFCC need any information from us to assist in their investigation, the incoming APC-led government will provide all the necessary assistance and information.
“One of the cardinal issues that the APC is committed to is the war against corruption. Corruption must be uprooted. It is destroying our country. We salute the professionalism of all security agencies before, during and after the governorship poll. We commend specially the sacrifices of the security agents that were deployed from various states in Ondo State.
“We wish to assure the good people of Ondo State that the Akeredolu will be a regime of a new dawn where indices and traces of dictatorship, tyranny and corruption shall have no breathing space.”

Senator Buruji Kashamu on Sunday explained why his political party, the Peoples Democratic Party, lost the Saturday’s Ondo State governorship election to the All Progressives Congress.
The senator also crticised the Senator Ahmed Makarfi-led National Caretaker Committee of the party over the statement credited to its spokesman, Prince Dayo Adeyeye, where he threatened to sanction those in the camp of Senator Ali Modu Sheriff.
Kashamu, in a statement signed by him, said that no one should mistake the pronouncements of the Court of Appeal and the Supreme Court over the Ondo State PDP governorship ticket as their judgments on the party’s national leadership crisis.
He said that the refusal of the Governor of Ondo State, Dr. Olusegun Mimiko, to listen to advice on where his successor should come from worked against him and the PDP during the election.
Kashamu said,
“We told Governor Mimiko that after eight years in office, the good people of Ondo State would resist the injustice of producing a successor from the same senatorial district where he hails from.On the claim by the spokesman for the National Caretaker Committee of the PDP, Prince Dayo Adeyeye, that the party would impose severe sanction on Sheriff and members of his faction, Kashamu said such action would fail.
“It is not that Jegede is not a good material. He is urbane, intelligent and smart. He would have probably won had he come from any other senatorial zone than Mimiko’s.
“We told Mimiko that the people would not take anything that would look like a third term for him and his senatorial district. He would not listen.
“ Mimiko turned deaf ears to wise counsel, just like he turned his back on all those who helped him to power.
“Despite being the Chairman of the PDP Governors’ Forum, Mimiko turned himself into Fayose’s puppet, allowing Fayose to lead him by the nose.”
But he said that neither he nor any member of the faction was afraid of such impending sacrifice since, he said, they were fighting for the interest of their people.
He said,
“”No one is afraid of any sanction so long as we know that we are fighting to protect the interest of our people.He said that the gale of sanctions in Osun, Ogun and Kwara states would further exacerbate the crisis in the party, adding, “the truth is, such a move that will further undermine the party and its leadership.
“A political party is a congregation of people with a common goal yet with various interests. In every political setting, people align and realign with the bloc or group where they feel their interest is better protected and guaranteed.
“If your bloc or group wins, it does not mean you should seek to emasculate the other because you never can tell what would happen tomorrow.
“I wish to advise that no one should mistake the verdicts of the Court of Appeal and the Supreme Court over the Ondo State PDP governorship ticket as their pronouncements on the national leadership crisis.
“They are two separate issues that I hope we can still resolve amicably. Anyone talking of sanctioning any member of the party for fighting to protect his interest does not wish the party well.”
“Is anyone saying that if tomorrow the Court of Appeal and the Supreme Court rule in favour of any of the national leaders, he should send all those in support of the other out of the party when all the 36 states are polarised along the lines of Senators Sheriff and Makarfi? No. That is not the spirit of party politics and participatory democracy.”
Not Again!! Militants Bomb NPDC Gas Pipeline In Delta (See Details)
An unknown militant group in the Niger Delta region has reportedly blown up the Abura oil pipeline, a major oil trunk line operated by the Nigerian Petroleum Development Company around Osieta Avenue near Otu-Jeremi in Ughelli South Local Government Area of Delta State.
Our correspondent gathered that the trunk line was reportedly bombed on Sunday at about 6.40am by the militants causing a serious fire outbreak in the area.
The incident occurred a kilometre near the West African biggest Otorogu Gas Plant, at Otu-Jeremi, Iwhrekan and Otor-Udu communities across Ughelli South and Udu council areas of the state.
Residents of the area confirmed the incident, saying that the attack was heralded with explosion before they later observed a fire outbreak in the area.
A source said it was the swift intervention of the fire service from the Otorogu Gas Plant that stopped the raging fire from spreading to residential buildings which was just less than a kilometre from the scene of the incident.
There was no casualty in the incident which lasted for over five hours, another source added.
The Abura oil pipeline is one of the major trunk lines that supplies crude to the Otu-Jeremi Flow Station and the Otorogu Gas Plant.
The Chairman of Ughelli South Council Area, Mr. Paul Etaga, who had earlier visited the scene of the attack along with Lt. Col. U. Abdusalam, Commander, 222 Battalion, Agbarha-Otor, Ughelli North council, confirmed the incident.
Etaga, who spoke with our correspondent on Sunday evening, decried the attack, saying several economic trees in the area were razed down by the fire outbreak.
The Ughelli South Council Chairman said, “The incident led to a fire outbreak. Meanwhile, firefighters had quenched the inferno. We appeal to our youths and militants to desist from vandalising oil facilities. It only causes more harm to us, please.
“Whoever that is responsible for the attack should stop. Youths and militants should know there are better ways of agitating rather than destroying your environment. If not for the fire service that acted swiftly nearby houses would have been burnt and maybe lives would have been lost too.”A military source, who later confirmed the incident, said no culprit had been arrested in connection with the attack although investigation had commenced.
No militant group, including the Niger Delta Greenland Justice Mandate and the Niger Delta Avengers, has claimed responsibility for Sunday’s attack on the oil facility.

The opposition and its allies won 24 seats, according to official results announced by the election authority on Sunday.
Opposition groups contested Saturday's election after a four-year boycott protesting the government's amendment of the key voting system.
Around half of the successful opposition MPs are from a Muslim Brotherhood-linked group and Salafists.
Only one woman was elected and the Muslim Shia minority was reduced to six seats from nine in the previous house. A third of the new parliament are new, young members.
The polls saw a turnout of around 70 percent.
Saturday's snap elections, Kuwait's fourth since February 2012, were called by the Emir in October, after the government said "delicate regional circumstances and... security challenges" required a popular vote.
The move, however, was widely seen as linked to disputes between government and parliament over austerity measures including a sharp hike in state-subsidised petrol prices.

The reason behind the government's ability to hold on to a majority is the rule that sees unelected cabinet ministers also become members of parliament.
Their presence in the parliament helps to consolidate the grip of the Al-Sabah ruling family on the house.
Unlike other oil-rich Gulf Arab states, Kuwait has an elected parliament with powers to hold ministers to account, even though senior members of the ruling family hold all top cabinet posts.
The set-up has led to repeated standoffs between politicians and the ruling family and Saturday's vote was the seventh general election in a decade.
But the strength of the opposition allows them to grill ministers and possibly even vote them out of office.

The OPEC member posted its first budget deficit of $15bn last year following 16 years of surpluses.

The Syrian military has announced it had taken control of a second residential district of the rebel-held eastern part of Aleppo city in two days, as government air strikes continue to target opposition areas of the country leaving over a dozen people dead.
The army said it and allies had taken full control of the Jabal Badro district on Sunday, a day after capturing Hanano, a neighbouring residential district.
The capture of Jabal Badro comes as activists reported tens of civilian casualties from a presumed government or Russian air strike on a village outside Aleppo.
The Local Coordination Committees activist network in Syria reported 15 civilians killed in a Russian air strike on Sunday on the village of Anjara, controlled by the opposition in the western Aleppo countryside, and tens of others wounded.
Activists usually identify planes by their silhouettes and home base.
The Britain-based Syrian Observatory for Human Rights said the strike was accompanied by raids on other opposition-held villages in the Aleppo countryside.
Al Jazeera's Osama bin Javaid, reporting from Gaziantep on the Turkey-Syria border on Sunday, said the Syrian government's strategy of using "brute force seems to be working."
He added that the fall of Jabal Badro and Hanano could have "domino effect" on other parts of the besieged city.
As the government offensive continues in opposition neighbourhoods of the city, around 400 people have fled to areas under government control, the monitoring group said on Sunday.
An additional 30 families fled to Sheikh Maqsoud, which is under Kurdish control, it added.
Syrian state media also reported that hundreds of families had vacated areas under rebel control.
Al Jazeera's bin Javaid said civilians continue to flee the besieged part of the city.

The Syrian army said it had taken control of an important district in rebel-held eastern Aleppo on Saturday after fierce fighting, with rebels blaming intense air strikes and lack of hospitals for their collapsing frontline.
Government forces advanced with a ground and air assault on the edge of the besieged eastern half of the city into the Hanano housing area, a move designed to split the rebel-held east in two.

The Syrian government calls all forces fighting against it "terrorists".
An official in an Aleppo rebel group said a map circulated by pro-government media showing government forces in control of the Hanano area was largely accurate.
The UK-based Syrian Observatory for Human Rights said the army had established control over Hanano, which was the first part of Aleppo taken over by armed opposition groups in 2012.
A renewed air assault on residential and frontline parts of east Aleppo began last Tuesday after a weeks-long pause in air strikes and shelling there.
“Every day there are a lot of attacks, helicopters dropping barrelbombs and war planes dropping bunker-buster bombs and cluster munitions,” Modar Shekho, an emergency nurse in al-Shaar neighbourhood,
An official from Jabha Shamiya, one of the biggest groups fighting against Assad in northern Syria, told Reuters news agency: "The revolutionaries are fighting fiercely but the volume of bombardments and the intensity of the battles, the dead and the wounded, and the lack of hospitals, are all playing a role in the collapse of these frontlines."
Members of Jabha Shamiya have taken part in the fighting in Hanano.
He condemned the "international silence" and said the government and its allies were trying to exploit the period before the next US administration took over.
"The Iranians, Russians and regime know there is a vacuum and they are trying to exploit it using all means," he said.
"We are in touch with the friendly states but unfortunately Aleppo is being left to be slaughtered."

Government forces target makeshift hospitals in Aleppo

A Syrian state television reporter broadcast live from a part of Hanano on Saturday as government forces sought to establish full control over the area. Gunshots could be heard and behind him damaged buildings and rising smoke could be seen.
Rebels say much of Hanano has been empty of residents for some months.
Syrian state media said the army had secured the safe passage of at least 150 people out of Hanano, and showed pictures of people it said were evacuated residents in a reception centre.
In the 12 days since the renewed bombardment on east Aleppo, at least 201 civilians, including 27 children, have died in the besieged sector, the Observatory said. There were 134 rebel fighter deaths.
The monitor also documented 19 civilian deaths, including 11 children, and dozens of injuries as a result of rebel shelling of government-held west Aleppo.
Rebel shelling into the Sheikh Maqsoud district, which is under the control of the Kurdish YPG militia, has killed three people, it said.
Syrian state news agency SANA said three people died and 15 were injured on Saturday when rebels fired rockets into government-held west Aleppo.

The Minister of State for Petroleum Resources, Dr. Ibe Kachikwu, has said crude oil price may fall to $44 per barrel if the Organisation of Petroleum Exporting Countries fails to reach a consensus this week.
The Federal Government has proposed a crude oil benchmark price of $42.5 per barrel for the 2017 budget, compared to this year’s $38 per barrel.
Brent, against which Nigeria’s oil is priced, dropped to $47.12 per barrel on Friday from $49 per barrel on Thursday.
OPEC will meet on November 30 in Vienna, Austria, to assign output quotas after agreeing on a framework deal in September to tackle the supply glut in the global oil market.
“The challenge is less with OPEC and more with the outer forces we don’t control. The United States is beginning to ramp up volumes again,” Kachikwu told Bloomberg in an interview in Tokyo.He said,
“My greater worry is less than OPEC’s ability to find unity in these issues, which I think we will; and more the fact of how much a decision that we make impacts on the pricing issues.”Kachikwu said oil price might rise slightly above $50 per barrel if a consensus was reached, and could fall as low as $44 without a deal.
Oil prices fell more than two per cent on Friday, dragged down by uncertainty over whether OPEC would reach an output deal, after Saudi Arabia said it would not attend talks on Monday with non-OPEC producers to discuss supply cuts.

Trump election: Clinton campaign joins Wisconsin vote recount
A lawyer for Hillary Clinton's
campaign says it will participate in a recount of US presidential
election votes in the state of Wisconsin.
Officials there are preparing to conduct the process, which was initiated by Green Party presidential nominee Jill Stein.Dr Stein has also pledged to file for recounts in Michigan and Pennsylvania.
The result would need to be overturned in all three states to alter the outcome of the election.
Wisconsin was narrowly won by Donald Trump, and it appears unlikely that this will change after the recount.
The Clinton campaign's general counsel, Marc Elias, said the Clinton team and outside experts had been "conducting an extensive review of election results, searching for any signs that the voting process had been tampered with".
He said there was no evidence to conclude the election was sabotaged, but "we have an obligation to the more than 64 million Americans who cast ballots for Hillary Clinton to participate in ongoing proceedings to ensure that an accurate vote count will be reported".
Mr Elias noted that the number of votes separating Mr Trump and Mrs Clinton in the closest of the three states - Michigan - "well exceeds the largest margin ever overcome in a recount".
However, he said the campaign would join in "on principle" in the Midwestern states if Dr Stein follows through on her promise.
The Green Party nominee reportedly wants to be sure computer hackers did not skew the poll in favour of Mr Trump.
Concerns over possible Russian interference had been expressed in the run-up to the vote.
The US government has said Russian state actors were behind hacks on the Democratic National Committee.
$7m fundraising target
In a statement on Friday, the Wisconsin Elections Commission said it had received two recount petitions from the Jill Stein campaign and from Rocky Roque De La Fuente, a businessman who ran unsuccessfully to be the 2016 Democratic presidential nominee.Administrator Michael Haas said the count would begin in the week after Dr Stein's campaign has paid the fee, which the commission was still calculating.

Dr Stein's campaign needs to raise millions of dollars to cover the fees for the vote recount in all three states.
Her website says nearly $5.3m (£4.2m) has already been raised toward a $7m target. It says this is enough to fund the recounts in Wisconsin and Pennsylvania.
John Bonifaz and J Alex Halderman, voting rights lawyers who urged candidates to request recounts, have said the "physical evidence" that could signal a cyber-attack needs to be closely analysed.
But Mr Halderman said the fact that the results in the three states were different from what polls predicted was "probably not" down to hacking.
The deadline for the petition for the recount in Wisconsin was Friday, while Pennsylvania's deadline is Monday, and Michigan's is Wednesday.
Michigan is yet to declare its final results.
Wisconsin provides only 10 votes in the crucial electoral college that gave Mr Trump victory in the 8 November election.
Wins there for Mrs Clinton, as well as in Michigan (16 electoral votes) and Pennsylvania (20 electoral votes), would have clinched the presidency for the Democrat.
Mr Trump's camp has made no public comments on the recounts issue.
